Driving licence: Moroccans in Spain can now obtain a Spanish licence without examination
Since 1 October 2025, a bilateral agreement allows Moroccan residents in Spain to exchange their Moroccan driving licence for a Spanish one without sitting any exam.
A historic agreement between Morocco and Spain
Since 1 October 2025, Moroccans residing in Spain can obtain a Spanish driving licence through direct exchange, without sitting any theoretical or practical exam. This measure results from a bilateral agreement between the two countries.
This is a major step for the Moroccan community in Spain, estimated at nearly 900,000 people.
How to exchange your licence
The procedure is done through the DGT (Dirección General de Tráfico) in Spain: appointment via DGT website or miDGT app, present valid Moroccan licence, residence certificate, NIE, medical exam (~EUR 30-50), administrative fee (~EUR 28).
And in other European countries?
France: No exchange agreement. Full exam required. Belgium: Exchange possible for pre-2018 licences. Italy/Netherlands: No agreement. Germany: Possible under strict conditions.
The Spanish agreement could serve as a model for future negotiations with other European countries.
