You are abroad and your Moroccan passport has been lost or stolen? The consular laissez-passer is the emergency travel document issued by your consulate to allow you to return to Morocco. It is an exceptional and temporary travel document, valid for no more than one month. It is valid for a one-way trip to Morocco only — it does not allow travel to other countries. Here is the exact procedure, as defined by the Moroccan Ministry of Foreign Affairs.

Report the loss or theft to local police

Before contacting the consulate, go immediately to the police services in the country where you are to report the loss or theft of your passport. Request an attestation or receipt of declaration — this document will be required by the consulate. In France: go to the commissariat or gendarmerie. In Spain: to the Policía Nacional. In Belgium: to the local police. This document is essential and must be obtained before your consular appointment.

💡 Tip — Request several copies of the loss/theft declaration receipt — you will need one for the consulate and possibly another for personal purposes (insurance, bank).

Book an appointment at the Moroccan consulate

Contact your Moroccan consulate of jurisdiction (the one responsible for your area of residence abroad). Two options: online via rdv.consulat.ma (official and free appointment booking) or by phone at the Consular Call Centre: 00 212 537 66 33 00 (8am to 8pm, Morocco time). Free toll-free numbers are available from France, Belgium, Spain, Italy, the Netherlands, Germany, Switzerland, Canada, the United States and many other countries — consult the list on consulat.ma.

💡 Tip — In cases of absolute urgency (medical repatriation, family bereavement), mention this explicitly when booking your appointment. Some consulates have an expedited procedure for emergency situations.

Gather the required documents

For an adult (18 years and over): (1) Any original document proving your Moroccan nationality and identity — Moroccan CNIE even if expired, or old passport even if expired. If neither is available: fingerprints will be taken and sent to the DGSN for verification (extended timeline); (2) 2 colour identity photos on a white background, 4×3 cm format; (3) Loss or theft declaration of the passport issued by local police. For a minor (under 18 without CNIE): Moroccan birth certificate extract, individual civil status record or family booklet + mandatory presence of the legal representative with their identity document and residence permit + 2 colour identity photos white background (4×3 cm).

💡 Tip — Always bring originals AND photocopies of each document. Consulates systematically request both.

⚠️ Warning — If you have neither a CNIE nor an old passport, identity verification by fingerprints via the DGSN can take several weeks. Report any urgency from the moment of booking.

Attend the consulate and obtain the laissez-passer

Go to the consulate at the time of your appointment with all original documents. The consulate verifies your Moroccan identity and nationality. If you have no documents (neither CNIE nor old passport), fingerprints are taken and sent to the DGSN in Rabat — which extends the processing time. Issue timeline: 1 to 3 business days with CNIE or old passport; variable (several weeks possible) without documents. Cost: approximately €50 in Europe, variable depending on country of residence. Payment in cash (bring exact change) or by bank card at some consulates. Check payment conditions with your consulate before the appointment. On your return to Morocco: make a loss or theft declaration at the DGSN or Royal Gendarmerie, then apply for a new biometric passport at the police prefecture or your commune.

💡 Tip — The laissez-passer only allows you to return to Morocco. It does not authorise you to travel abroad again. Remember to apply for your new passport as soon as you arrive in Morocco.

⚠️ Warning — Keep your Moroccan CNIE up to date and scan your passport — keep a digital copy in an email or digital safe. In case of theft, the CNIE is what will allow you to quickly obtain the laissez-passer.

  • Not reporting the loss or theft to local police before going to the consulate — the receipt is mandatory
  • Believing the laissez-passer allows travel to other countries — it is valid for a one-way trip to Morocco only
  • Forgetting to renew the passport in Morocco after returning — the laissez-passer is cancelled upon entry to the territory
  • Not having an up-to-date CNIE — it is the emergency document that considerably speeds up the procedure
