Casablanca-Settat: over 55 MMDH in projects, the execution challenge
Casablanca-Settat's 2022-2027 regional development program shows 55% completion with 96% engagement. Projects exceed 55 MMDH, including 14.7 MMDH outside the PDR. Execution remains the main challenge, 45% still to materialize, some works beyond 2027.
Casablanca-Settat : plus de 55 MMDH de projets, le défi de l’exécution
The Regional Development Programme 2022-2027 shows a completion rate of 55 %, while over 96 % of its implementation is underway. At the October session, President Abdellatif Maâzouz confirmed this gap between projects launched and those actually completed. Initially endowed with 44,6 MMDH, of which 12,5 MMDH are borne by the region, the PDR has seen 123 conventions representing nearly 39 MMDH signed to date.
The projects approved and scheduled now exceed 55 MMDH, far surpassing the original framework. On their own, 116 conventions concluded outside the PDR account for 14,7 MMDH, including 2,95 MMDH of regional contribution. They cover a number of structural projects, among them the roads serving the Grand stade de Benslimane, the upgrading of stadiums, inter‑communal transport, and the connection to the Casablanca desalination plant.
The Council has amended several conventions concerning drinking water supply, liquid sanitation, wastewater reuse, as well as urban upgrading and the development of emerging centres to speed up execution. Abdellatif Maâzouz notably cited the TGV, whose national and regional components amount to 16 MMDH and whose execution must continue until 2029.
Since 2022, 2,373,5 hectares of new industrial zones have been created or committed, of which 786 hectares are still under construction. Another development: the region’s equity stakes in companies have risen from 156 MDH in 2022 to 480 MDH in 2026. The Council has also approved a draft budget of around 1,6 MMDH for 2027, the final year of the current PDR.
The region no longer lacks programmed projects: their volume even far exceeds the initial envelope. The main challenge now lies in the pace of delivery, with 45 % of the programme still to be realised and several major investments set to extend beyond 2027.
