After importing a vehicle to Morocco and obtaining the customs clearance receipt from the Administration of Customs and Indirect Taxes (ADII), the MRE has 3 months to register the vehicle. Since 2020, NARSA (National Road Safety Agency) manages the entire registration process via its online portal, significantly simplifying the procedures.

Timeline
Required documents for registration
Documents required to register an imported vehicle: the customs clearance receipt issued by Moroccan customs (ADII), the original vehicle title (registration from country of origin or purchase invoice), the owner's Moroccan CIN or passport, proof of address in Morocco (utility bill, phone bill, or residence certificate), Moroccan technical inspection certificate, and valid Moroccan insurance certificate.
💡 Tip — The customs clearance receipt is the most important document. Keep several copies as it will be requested at every step: technical inspection, insurance, prefecture.
Mandatory technical inspection (NARSA)
Before registration, the vehicle must pass a technical inspection at a NARSA-approved center. For an imported vehicle, the inspection covers compliance with Moroccan standards (lights, brakes, emissions), vehicle identification (chassis number), and verification that the vehicle matches customs documents. In case of non-compliance, corrective work is required before the certificate is issued.
💡 Tip — NARSA-approved technical inspection centers are located in all major cities. Book an appointment online on the NARSA website to avoid long queues.
⚠️ Warning — A vehicle imported from Europe with equipment not compliant with Moroccan standards (e.g.: non-approved xenon headlights, excessively tinted windows) may fail the technical inspection.
File submission and registration at prefecture
After the technical inspection and insurance subscription, the complete file is submitted to the registration service of the prefecture or province of the owner's domicile. NARSA also offers an online registration service for new vehicles, but used imported vehicles generally require a physical visit. Processing time is 5 to 15 working days.
💡 Tip — Some prefectures in major cities (Casablanca, Rabat, Marrakech) have dedicated counters for imported vehicles with agents trained in MRE files. Check in advance.
New Moroccan license plates
Since 2021, Morocco uses a new license plate format: a sequential number followed by two letters and the region number (1 to 12). Plates are manufactured and issued directly by NARSA registration services. They are aluminum with a security hologram. The plate manufacturing cost is approximately 200 DH for a front/rear pair.
💡 Tip — The region number appears on the plate: 1 = Grand Casablanca-Settat, 2 = Rabat-Salé-Kénitra, 6 = Tanger-Tétouan-Al Hoceima, etc.
In depth
The case of MRE who buy a vehicle in Morocco (from an individual or dealer) is different: the title transfer procedure (ownership transfer) also goes through NARSA. The seller and buyer must appear together or the seller signs a notarized power of attorney. MRE residing abroad can give power of attorney to a trusted relative to handle all these procedures on their behalf, provided the power of attorney is legalized by a Moroccan consulate or a local notary with apostille. Since 2023, NARSA launched a mobile app that allows tracking the progress of your registration file in real time. This feature is particularly useful for MRE who delegate to a relative and want to follow the process from abroad without multiple phone calls.
❌ Common mistakes to avoid
- ✕Exceeding the 3-month deadline after customs clearance without registering, resulting in customs penalties
- ✕Attempting to drive with only the customs receipt without Moroccan registration or insurance
- ✕Not checking vehicle technical compliance before the NARSA inspection, causing unnecessary back-and-forth
