The Daam Sakane (housing support) program is a direct financial aid from the Moroccan state for purchasing a first home. Moroccans residing abroad are fully eligible: 26% of validated applications in 2025 concerned MRE (estimate, no official source published). This guide details the conditions, amounts, online registration procedure, and obligations specific to the diaspora, including the 5-year primary residence rule.

Check your eligibility as a Moroccan abroad

To benefit from Daam Sakane, you must meet the following conditions: be of Moroccan nationality (MRE are explicitly eligible), not own residential property in Morocco, have never received housing aid or state benefits for housing. The property must be new, a first sale, with a habitation permit issued from January 1, 2023 onwards. New in 2026: owners in co-ownership situations (heirs holding a share of a family property) are now eligible (to be confirmed once the implementing decree is published).

💡 Tip — If you inherited an undivided share of a family property in Morocco, you are no longer excluded from the program since the 2026 Finance Law. Check your situation with your notary.

⚠️ Warning — The program only covers new properties on first sale. A resale property (even recent) is not eligible, regardless of its value.

Understand the aid amounts

The aid amount depends on the property's purchase price including tax. For a property priced at or below 300,000 MAD including tax, the aid is 100,000 MAD. For a property priced between 300,001 MAD and 700,000 MAD including tax, the aid is 70,000 MAD. Above 700,000 MAD including tax, the program does not apply. The aid is paid directly to the beneficiary by the National Retirement and Insurance Fund (CNRA).

💡 Tip — For social housing at 250,000 MAD, the 100,000 MAD aid represents 40% of the price. Your bank loan need drops to 150,000 MAD.

Register online at daamsakane.ma

Registration is done exclusively online at the official portal www.daamsakane.ma. You can switch the interface from Arabic to French via the translation icon at the top left. Required documents include: copy of Moroccan national ID or passport, certificate of non-property ownership in Morocco, proof of residence abroad, preliminary sale agreement or reservation contract for the new property.

Comply with the 5-year primary residence obligation

The property purchased with Daam Sakane aid must be designated as a primary residence for a minimum of 5 years. For MRE who cannot occupy the property permanently, the law provides an alternative: you can make the property available free of charge to your spouse, a parent, or a direct child. Any paid rental, sale, or making available to a third party outside the direct family circle before 5 years triggers full repayment of the aid.

💡 Tip — If you buy an apartment in Morocco for your parents, this is perfectly compatible with Daam Sakane. Your parents simply need to reside there as their primary residence for 5 years.

⚠️ Warning — Never rent out a property purchased with Daam Sakane before the 5-year period ends, even temporarily.

Anticipate resale and mortgage release

From 2026, any resale of the property before 5 years of effective occupation requires full repayment of the aid received, plus payment of property profit tax. The sale is conditional on first obtaining the release of the state mortgage. This release can be obtained either by voluntarily repaying the aid, or by proving 5 years of effective occupation with: ID showing the property address, sale contract, communal services tax receipts.

💡 Tip — Ensure the occupant's national ID (parent, spouse, child) shows the property address from move-in. This is the key document for the release after 5 years.

⚠️ Warning — Without mortgage release, the notary cannot proceed with the sale. Allow 2 to 4 weeks to obtain this release from the CNRA.

The Daam Sakane program runs from 2024 to 2028. By end of October 2025, over 170,000 applications had been submitted, with more than 72,000 approved (estimate, no official source published). For MRE, combining Daam Sakane with the MRE mortgage of up to 80% (verify directly with the bank — rate not officially published by BAM/Office des Changes) is particularly advantageous: on a 300,000 MAD property, the aid covers 100,000 MAD, the loan can cover 160,000 MAD, and your actual contribution is limited to 40,000 MAD.
