Understanding ASD eligibility criteria

ASD targets Moroccan households with a net monthly income below 4000 MAD. Eligibility criteria include: being registered in the Unified Social Register (RSU), not having formal income declared at CNSS above the threshold. The program targets 4 million Moroccan families.

💡 Tip — The RSU is the central database. Your relative must first be registered in the RSU to qualify for ASD. RSU registration is done at the commune or caidat.

⚠️ Warning — Regular large transfers from abroad detected by Bank Al Maghrib may lead to an eligibility review.

2

Registration via the aide.gov.ma portal

The aide.gov.ma portal allows checking eligibility and tracking the ASD file. To register: CIN number, family register number, bank details (preferably Barid Bank) or mobile wallet number. Eligibility verification takes 15 to 30 days.

💡 Tip — Barid Al Maghrib opened free bank accounts (Al Barid Bank) for all ASD beneficiaries.

3

ASD amounts by family profile

ASD scale 2025-2026: 500 MAD/month base + 250 MAD per school-age child (300 MAD if child is under 6 years old or has a disability), overall ceiling of 1,000 MAD for 3 children. Source: ANSS (anss.gov.ma). ASD beneficiaries also have access to free basic AMO health coverage.

💡 Tip — AMO for ASD beneficiaries is free and covers 70% of care in the approved sector.

4

MRE families: special cases

If you are an MRE and your parents in Morocco have low income, they can qualify for ASD regardless of your status abroad. Regular large bank transfers from abroad detected by Bank Al Maghrib can lead to an eligibility review. ASD is calculated based on resources in Morocco.

💡 Tip — There is no legal obligation to declare informal family aid received from abroad under ASD.

⚠️ Warning — Making false declarations to obtain ASD constitutes fraud punishable by law.

5

DAAM program and other complementary aid

DAAM is the social support program complementary to ASD, managed by ANAPEC. It offers free vocational training, micro-enterprise creation support and social follow-up. ASD beneficiaries are automatically directed to DAAM.

💡 Tip — Contact the ANAPEC office nearest to your relative's home to register for the DAAM program.

In depth

Direct Social Assistance represents the largest social protection reform in Morocco since independence. With an annual budget of 24 billion MAD according to the Ministry of Finance, the program reaches 4 million families. The official ANAPEC response is that only formal declared income and assets evaluated by the RSU are considered in the calculation. The ASD scale 2025-2026: 500 MAD/month base + 250 MAD per school-age child (300 MAD if child under 6 or disabled), ceiling 1,000 MAD for 3 children (source: ANSS). The ASD complements the RSU on the monetary aid component; RAMED on healthcare was replaced by AMO Tadamon (1 December 2022). The AMO Achamil program launched in 2024 allows beneficiaries to access free consultations with CNSS-approved doctors and partially covered hospitalizations.

❌ Common mistakes to avoid

  • Not registering in the RSU beforehand: without RSU, ASD eligibility cannot be verified
  • Declaring an inaccurate address or family situation to inflate the aid amount
  • Not activating ASD-linked AMO within 3 months of award, losing free health coverage

❓ Frequently asked questions

What is the Direct Social Aid (ASD) launched in Morocco in 2024?

Direct Social Aid (ASD) is a national program launched in December 2023 and deployed in 2024 to support low-income families. Allowances range from 500 MAD per month for families without children to 1,000 MAD per month for families with 3 or more school-aged children. Registration is done on the aide.gov.ma portal.

Can MRE families living in Morocco benefit from ASD?

MRE families with a member living in Morocco may in principle be eligible if they meet the income and Moroccan residency criteria. The income considered is that generated in Morocco. Remittances from abroad are generally not counted as income in the ASD scoring, but the situation may be checked during audits.

What are the eligibility criteria for Direct Social Aid in Morocco?

To benefit from ASD, you must be registered in the Unified Social Register (RSU), reside in Morocco, have a monthly income below 3,500 MAD, and hold a valid CIN. Households with school-aged children under 18 receive an additional allowance. Residents in precarious housing are also given priority.

How do I register for Direct Social Aid on aide.gov.ma?

Registration is done on aide.gov.ma by entering the CIN number and household information. An automatic eligibility check is performed through the Unified Social Register. If eligible, payments are made by CIH bank transfer or through Barid Al-Maghrib payment agencies. Processing time is 30 to 60 days.

What is the DAAM program and who can benefit from it?

The DAAM program (formerly improved RAMED) targets vulnerable households not covered by AMO. It offers basic medical coverage and can be combined with ASD. MREs whose family in Morocco has no medical coverage can register their dependents through CNSS counters or health insurance agencies.

Can dependents of an MRE be affiliated with Moroccan AMO health insurance?

Yes, if the MRE is affiliated with Moroccan CNSS (as an employee or self-employed), their dependents residing in Morocco (spouse, children under 21) can benefit from AMO. Student children up to age 26 are also covered. A work certificate and civil status documents are required for registration.

Can ASD be combined with other social benefits in Morocco?

ASD can be combined with AMO DAAM (medical coverage) and school support aid (Tayssir). However, it cannot be combined with other direct monetary allowances. Beneficiaries are monitored through the Unified Social Register to avoid double attribution. An annual income review is conducted.
