Check conditions for full exemption

MRE who return permanently to Morocco can benefit from a full exemption from customs duties on their personal vehicle, under strict conditions: certified permanent return to Morocco, vehicle registered in your name for at least 6 months abroad before return, strictly personal use (no company or leased vehicle), and proof of regular use abroad. The vehicle cannot be sold or transferred for 3 years following the exempt importation.

💡 Tip — Keep all documents proving your residence abroad (residence certificate, bank statements, payslips) — they will be required to justify the exemption.

⚠️ Warning — If you sell the vehicle before the 3 years following the exemption, you will have to pay the customs duties that would have been due at the time of importation.

2

Calculate duties if no exemption

If you are not eligible for exemption, customs duties are calculated on the vehicle's market value according to the official Moroccan guide price. Rates vary from 17.5% to 40% depending on the vehicle's age and type. VAT (20%) and TIC (Internal Consumption Tax) according to fuel type are added to these duties. For a vehicle less than 5 years old, the total cost can represent 30 to 50% of the estimated value.

💡 Tip — Before importing without exemption, compare the cost of customs clearance with the purchase price of a comparable vehicle already registered in Morocco — this may be more economical.

3

Gather necessary documents

For importation, prepare: the vehicle registration document (translated by a sworn translator if not in Arabic or French), your passport or foreign residence permit, temporary insurance certificate for transit, original purchase invoice, your permanent return certificate (if exemption), and vehicle MOT test less than 6 months old.

💡 Tip — Have the registration document translated before leaving — translations at ports are often more expensive and delays can block your customs clearance.

4

Procedure at port of entry

Present yourself at the customs office of the port of entry (Tanger Med, Nador, or other) with your complete file. Customs will conduct a physical inspection of the vehicle to verify compliance with documents. If you are exempt, you will sign an undertaking not to sell for 3 years. If duties are due, payment is made on site before the customs clearance receipt is issued. Then proceed to the prefecture for Moroccan registration.

💡 Tip — Tanger Med port is generally the fastest for customs clearance, with teams dedicated to MRE during summer periods. Arrive in the morning to avoid queues.

5

Timescales and collection

Customs clearance time varies from 48 hours to 5 days depending on the port and period. Tanger Med is the fastest, Nador may be longer in high season. Once the customs clearance receipt is obtained, you have 3 months (90 days) to register the vehicle in Morocco with the prefecture or wilaya. The Moroccan registration number will be definitive after this step.

💡 Tip — Remember to take out provisional Moroccan insurance as soon as you have the customs clearance receipt — you will be liable in case of accident before definitive registration.

In depth

Definitive importation of a vehicle to Morocco is expensive. Duty calculation: vehicle value (guide price) x import duty (17.5 to 32.5%) x VAT (20%). For a 100,000 DH vehicle, expect 40,000 to 70,000 DH in taxes. Exemption is possible if you return permanently after minimum 2 years abroad AND the vehicle has been in your name for more than 6 months. This exemption applies to only one vehicle and is non-cumulative. The vehicle must pass Moroccan MOT test and obtain a Moroccan registration document. Diesel vehicles over 5 years old are generally not accepted.

❌ Common mistakes to avoid

  • Selling the vehicle before the 3 years following an exempt importation — generates full duty recovery
  • Presenting an untranslated registration document — delays customs clearance by several days
  • Underestimating the declared market value — customs have the official Moroccan guide price and systematically adjust
