1

Check that your diploma can be assessed

The ENIC-NARIC France centre assesses a foreign diploma if the institution and the diploma are recognised by the competent authorities of the country that issued them, here Morocco, if the course lasted more than 200 hours and if the diploma corresponds to an academic level. It does not assess diplomas issued by French institutions, courses of under 200 hours, language tests, qualifications that are not diplomas, or vocational training that does not lead to an academic diploma. Each application covers a single diploma. If the course was not completed (final year not passed, dissertation not defended), a certificate recognising periods of study or training abroad may be issued instead.

💡 Tip: Since September 2026, diplomas linked to a regulated profession can also be assessed, on an academic basis only.

2

Gather the documents to upload

Prepare PDF files of no more than 2 MB each: a legible, valid ID document, both sides (identity card, passport, residence permit or resident card); the final diploma in its original language, or the certificate of achievement if you do not have it; proof of the official length of study issued by the institution (transcripts or diploma supplement, otherwise a letter stating the length of the course); and a French translation of the diploma and of the proof of length, where one is required. Refugees, asylum seekers and beneficiaries of subsidiary or temporary protection attach the document proving their status to be exempt from the fees.

3

Have the documents translated if needed

The French translation of the diploma and of the proof of length must be done by a sworn translator or by the official authorities of the country of origin. The site waives translation for documents written in German, English, Arabic, Spanish, Italian or Portuguese. Outside France, the list of sworn translators is available from the cultural services of the French embassy; the site also offers a list of sworn translators in France. France Éducation international gives no translation price: it depends on the translator you use.

4

Create and submit your file on the Phoenix platform

The application is individual and in your own name, and is made online only, on the Phoenix platform. First pre-register with your personal details: an email sends you your file number, to keep for any communication, and a tracking link. Log in again through that link, fill in every section, choose your diploma from the drop-down menu (or "other diploma" if it is not listed), upload the documents, then submit. The centre says the file is best submitted from a computer rather than a tablet or smartphone, with documents scanned as PDF.

💡 Tip: The platform asks you to check that the address is exactly https://phoenix.france-education-international.fr/, with no letter added or missing.

⚠️ Warning: No document is accepted by email or by post. An incomplete file is returned with an email naming the missing document.

5

Pay in two stages, on invoice

The file is processed in two stages. On receipt of the 20 euro payment, the centre examines whether the file is admissible. If it is, the additional 100 euro payment triggers the assessment leading to the certificate. Admissibility does not mean a certificate will necessarily be issued. Payment can only be made once you have received an invoice, by bank card or by bank transfer, using the same method for both stages. Cheques and cash money orders are not accepted. No refund is made, even for early payment, and the file is deleted after the invoice due date.

💡 Tip: The site states that card payment is the method to use to shorten processing times.

6

Track the file and receive the answer

Follow the progress of your file on the platform, under "the status of your request". Send your original paper diploma only if an agent of the centre asks for it by email, by registered mail and to the address given in that email. Once the assessment is validated, the certificate is sent electronically, in PDF format only. In some cases the assessment ends with an information letter stating that no certificate could be issued, with the reasons (institution or diploma not recognised, lack of information, for example). The average processing time is currently 4 months and can reach 6 months.

⚠️ Warning: According to the centre, a file that is incomplete at submission causes additional processing delays.

7

Present the certificate to whoever asks for it

The certificate is not mandatory and is valid only in France. The final decision rests with the employer, the training institution or the administration running a competitive exam. For higher education, each institution is autonomous in its admissions and is your first point of contact. For general or vocational secondary education, contact the rectorat of the school district where you live. To practise a regulated profession the certificate is not enough: professional recognition follows specific procedures run by the competent bodies and services.

In depth

The ENIC-NARIC France centre applies the Lisbon Recognition Convention, adopted in 1997 and in force in France since 1 December 1999. The convention moves from the idea of equivalence of content to the recognition of learning outcomes: only substantial differences can lead to partial recognition or refusal. To draw up the certificate, the experts use a grid of 10 criteria (2 of eligibility and 8 of appraisal), consult official databases and, where needed, contact the authorities of the country of origin to authenticate the diploma. The positioning is given against the French national framework of professional qualifications, which has had 8 levels since 1 January 2019, and the European Qualifications Framework.

Several situations arise. If the course is unfinished, the certificate recognising periods of study or training abroad states the number of years of study passed. Since September 2026, holders of a diploma matching a profession regulated in France (doctor, nurse, pharmacist, midwife, architect or chartered accountant, for example) can request an academic assessment on the same terms; on its own it does not allow them to practise or to set up a business in that field. Finally, since 1 January 2026, under decree no. 2025-648 of 15 July 2025, the certificate is no longer accepted for naturalisation, where a recognised official test such as the TCF IRN is required.

This guide covers the Morocco-to-France direction. To have a foreign diploma recognised in Morocco, see the guide /en/guides/foreign-diploma-equivalence-morocco-recognition-mre. The amounts and times above are those published by France Éducation international on the date checked; they may change, and the official site prevails.

❌ Common mistakes to avoid

  • ✕The certificate of comparability places a diploma within the French and European qualifications frameworks; it is neither mandatory nor legally binding, and the employer, institution or exam organiser decides.
  • ✕It does not authorise practising a regulated profession: professional recognition follows specific procedures run by the competent bodies.
  • ✕A diploma that cannot be authenticated or is not recognised by the authorities of the issuing country, or a file with too little information, can end in a letter of non-assessment.
  • ✕Admissibility of the file, established after the first 20 euro payment, does not mean a certificate will be issued.
  • ✕Documents sent by email or post are not accepted: everything goes through the Phoenix platform.
  • ✕Cheques and cash money orders are not accepted, the same payment method must be kept for both stages, and no refund is made.
  • ✕Since 1 January 2026, the certificate of comparability is no longer valid as proof of French language level in a naturalisation application.

❓ Frequently asked questions

How do I get a certificate of comparability for a Moroccan diploma in France?+

The application is made online only, on the Phoenix platform of France Éducation international: pre-registration, file number, document upload, then payment of 20 euros and 100 euros on invoice. The certificate is then sent electronically as a PDF. No file is accepted by email or by post.

What is the difference between a certificate of comparability and a diploma equivalence?+

The certificate is an official document, valid only in France, that matches a diploma to the levels of the French and European qualifications frameworks. It is neither mandatory nor legally binding: the employer, institution or exam organiser decides. The procedure follows the Lisbon Convention, which favours recognising learning outcomes.

How much does the ENIC-NARIC certificate cost and how long does it take?+

The official site states 20 euros at submission, for the admissibility check, then 100 euros for the assessment, as two payments on invoice. Refugees, asylum seekers and beneficiaries of subsidiary or temporary protection are exempt from fees. The average processing time is 4 months and can reach 6 months.

What documents are needed to have a foreign diploma recognised?+

You need a valid ID document, both sides, the final diploma in its original language (or the certificate of achievement), proof of the official length of study (transcripts, diploma supplement or a letter stating the length) and a French translation of the diploma and of that proof. Each PDF file must be 2 MB at most.

Does a Moroccan diploma have to be translated for ENIC-NARIC?+

A French translation of the diploma and of the proof of length is required, made by a sworn translator or by the official authorities of the country of origin. The site waives it for documents written in German, English, Arabic, Spanish, Italian or Portuguese. Outside France, the cultural services of the French embassy hold the list of sworn translators.

Does the ENIC-NARIC certificate allow me to practise a regulated profession in France?+

No. The certificate covers the academic recognition of the diploma and is neither professional recognition nor an authorisation to practise. Since September 2026, diplomas for regulated professions can be assessed, but professional recognition follows specific procedures run by the competent administrative bodies and services.

Do I need the ENIC-NARIC certificate to enrol at a French university or look for a job?+

No, it is not mandatory. Each higher education institution is autonomous in its admissions and may ask for it to read your academic record; the institution is your first point of contact. An employer may also ask for it, but the certificate is not a condition of job-hunting. For naturalisation, it has no longer been valid since 1 January 2026.
