The Moroccan Customs Administration (ADII) sets up special arrangements every summer to smooth MRE passage. Overview of the 2026 measures: priority lanes, baggage allowance, simplified declaration.

ADII mobilised for Operation Marhaba 2026

Every summer for more than 30 years, Morocco's Customs Administration (ADII) deploys exceptional arrangements to welcome MREs. Operation Marhaba 2026, running from June 5 to September 15, mobilises additional agents at the main entry ports.

Concrete 2026 measures

Priority lanes at ports

At the ports of Tanger Med, Tanger Ville, Nador and the border posts of Bab Sebta, Bab Mellilia, Fnideq, lanes reserved for MREs are open in summer. These lanes separate resident, MRE and tourist flows, reducing waiting times for holders of recognised MRE documents.

To use the MRE lane, you must present:

  • Your Moroccan passport or a Moroccan identity document
  • Your European residence permit (if applicable)

Holiday baggage allowance: 25,000 MAD

MREs returning to Morocco for the holidays benefit from a customs allowance of 25,000 MAD on personal-use goods (clothing, consumer electronics, gifts). This allowance is for the personal use of the traveller and their family, not for resale.

What falls within the allowance:

  • Clothing and shoes for personal use
  • One mobile phone (not brand new in box)
  • A tablet or laptop for personal use
  • Reasonable gifts for the family (assessed at market value)

What is excluded and must be declared:

  • New boxed appliances (TV, household appliances, etc.)
  • Quantities clearly intended for resale
  • Commercial goods

Simplified foreign currency declaration

For MREs carrying foreign currencies above the threshold of 100,000 MAD equivalent, the declaration procedure at the Moroccan border has been simplified: a single form is handed out by customs officers in the MRE lanes.

Streamlined Temporary Admission (AT)

Vehicle Temporary Admission registration (D16ter form) is accelerated during Marhaba with additional agents at counters. In 2026, an online AT pre-declaration procedure is being tested at certain border posts.

The Marhaba hotline for difficult situations

In case of customs issues, disputes or difficulties at the crossing:

  • Marhaba hotline (from Morocco): 080 000 23 23 (free call)
  • At prefecture: contact the nearest MRE bureau

Key rules reminder

  • Allowance of 25,000 MAD for holidays, 30,000 MAD for permanent return
  • Maximum 2,000 MAD in Moroccan banknotes when leaving Morocco
  • Medications: maximum 3 months personal supply, with prescription
  • Pets: European pet passport + valid rabies vaccine
