Fatima Ezzahra El Mansouri unveils 2026-2031 government plan to Parliament, Sahara absolute priority
According to Atalayar, Fatima Ezzahra El Mansouri presented the 2026-2031 government program before Parliament on October 19, 2026, prioritizing the Sahara and territorial unity. Hespress reports a commitment to mobilize support for the autonomy initiative and accelerate development of southern provinces, presented as.
The speech anchors diplomatic action in the continuity of Security Council resolution 2797, adopted on 31 October 2025. Atalayar describes this text as a “decisive turning point in the political settlement process of the conflict” and stresses “the importance of pursuing diplomatic action to consolidate the Moroccan position”. Hespress quotes the explicit commitment: “The government will continue to defend the Kingdom’s sovereignty, its territorial integrity and its interests. It will also continue to mobilise support for the autonomy initiative under Moroccan sovereignty and to accelerate the development of the Southern Provinces, regarded as a gateway to our African depth and our Atlantic space.” The facts show that parliamentary diplomacy aligns with the official narrative: the UN resolution is presented as a validation of the autonomy dynamic, and the development of the Southern Provinces is explicitly linked to the Kingdom’s African and Atlantic projection. No dissenting voice is reported in the media consulted on this aspect; all cited interventions converge towards the consolidation of the diplomatic gains.
Un programme ancré dans les constantes et la gouvernance de vérité
El Mansouri recalled that “our programme rests on the Nation’s constants, namely moderate Islam, the constitutional, democratic, parliamentary and social monarchy, national and territorial unity, as well as the democratic choice, while preserving cultural and linguistic plurality, rights and freedoms, and equality of opportunity,” according to Hespress. On the international front, the government “also maintains the Kingdom’s constant position on the Palestinian question and Al‑Qods Acharif, as well as its commitment to a peaceful settlement based on the two‑state solution, with a view to achieving a just and lasting peace, under the leadership of His Majesty the King, Amir Al‑Mouminine and President of the Al‑Qods Committee”. On methodology, lnt.ma reports the commitment to “tell the truth about the means and constraints” and to “translate commitments into achievable programmes”. The text structures action around seven priorities: consolidation of the rule of law, fight against corruption, integration of young people, protection of social cohesion, strengthening of the social state, strategic sovereignty and economic development.
Développement des provinces du Sud et contractualisation régionale
FNH details the territorial aspect: financial transfers to the regions “would be raised to at least 12 milliards de DH from 2027”. The “generalisation of programme contracts between the State and the regions must be accompanied by explicit targets on employment, investment and disparity reduction”. This financial architecture aims to operationalise the “gateway to our African depth” mentioned before Parliament. El Mansouri concluded by recalling that “the Royal High Guidelines constitute the primary reference for government action,” according to Hespress.
Le programme gouvernemental lie indissociablement la consécration diplomatique du Sahara à l'accélération de son développement économique.
