Announced by King Mohammed VI in November 2024, the Fondation Mohammedia for Moroccans abroad will become the operational arm of public policy for the diaspora. Missions, expected impact and timeline.

Announced by King Mohammed VI during the 49th anniversary of the Green March (November 6, 2024), the Fondation Mohammedia for Moroccans abroad represents the most ambitious reform of the institutional framework dedicated to the diaspora since the 2011 Constitution.

Why This Reform?

The King made a clear assessment: institutions in charge of MRE affairs suffer from overlapping responsibilities and scattered competencies. The result for MRE: complex administrative procedures, insufficient support for project holders, and a contribution to national investment limited to 10% of total private investments.

The Two Pillars

1. The CCME retains its role as a think tank and advisory body.

2. The Fondation Mohammedia becomes the single operational arm for MRE public policy: centralizing scattered responsibilities, coordinating the national MRE strategy, managing the skills mobilization mechanism, supporting investors, and digitizing administrative procedures.

  • Single window for investors, coordinated with Regional Investment Centers
  • Structured mechanism to connect diaspora talent with Morocco's needs
  • Priority on digitizing procedures for remote management
  • Enhanced cultural and linguistic programs for diaspora children
