A Constitutional Right Still Pending

Since the 2011 Constitution, Article 17 grants Moroccans living abroad the right to vote and stand for election. Fifteen years later, this right remains largely theoretical. Proxy voting, the only available option, is considered complex and inadequate by most diaspora associations.

The numbers speak for themselves: out of more than 6 million Moroccans established outside the Kingdom, electoral participation remains marginal at each deadline.

What Changed in 2025-2026

Several positive signals have appeared in recent months:

On April 5, 2026, government spokesperson Mustapha Baitas confirmed that financial support for MRE candidates will be higher than that allocated per seat in local constituencies. The stated objective: strengthening the presence of MRE in the House of Representatives.

The Democratic Civil Council of Moroccan Immigration submitted a detailed plan to the Ministry of Interior proposing:

  • Opening polling stations abroad via consulates
  • Creating dedicated parliamentary constituencies for MRE
  • Establishing international electoral lists
  • Simplifying digital registration procedures

What This Means for You

If you are an MRE and wish to participate in the 2026 legislative elections:

  • Check your registration on the electoral lists with your consulate
  • Follow announcements from the Ministry of Interior on electoral code reform
  • Contact diaspora associations carrying this demand

Electoral code reform is still under discussion. The coming weeks will be decisive.
