Confirm the Norway-Morocco convention gap

Check the list of bilateral social security conventions signed by Norway (available on nav.no) to confirm Morocco is not listed. Norway has conventions with EEA EFTA countries plus a few third countries (US, Canada, Chile, Israel, Australia, India) but not Morocco. Practical consequence: no period totalization, Moroccan years do not count to open Norwegian folketrygd entitlement, and vice versa. Each pension is calculated independently.

Verify entitlement to folketrygd

Folketrygd is the universal Norwegian scheme funded by social contributions. To receive alderspensjon (old-age pension), the minimum is 3 years of contributions yielding pension rights (poengar). Full pension typically requires 40 years. For MREs with few Norwegian years, without a bilateral convention, Moroccan years cannot be counted to reach the 3-year minimum. The pension is calculated on the 20 best pension-giving income years until 2010, then on the whole career under the new system since 2011.

Identify every 2nd pillar OTP

Since 2006, every Norwegian private-sector employer is mandatorily required to set up an OTP (Obligatorisk Tjenestepensjon) for its employees. The legal minimum is 2% of salary (employer contributions). Each employer has its own fund (DNB, Storebrand, Nordea Liv, KLP for public sector, etc.). For every former Norwegian job after 2006, you have an accumulated OTP. Identify each former employer and contact the matching fund. Choose retirement age between 62 and 75

The Norwegian system is very flexible: you can start folketrygd from age 62 with a reduced amount (early reduction), provided the projected pension at 67 exceeds the minimum guarantee. The reference legal age is 67. You can also defer up to 75, with an 8% bonus per year of deferral. For MREs, a common strategy is to claim CNSS at 60 (immediate), then wait until 67 or 70 to maximise the Norwegian folketrygd.

⚠️ Warning — An early-claimed pension with reduction cannot be cancelled: the reduction is permanent for life. For MREs in good health, deferring is generally more profitable.

Claim the Moroccan CNSS pension independently

Without a bilateral convention, the CNSS pension stays fully independent from your Norwegian career. You must have contributed at least 1,320 days in Morocco (threshold lowered by decree no. 2.25.265 effective 1 May 2025) to open a reduced CNSS pension. For the standard pension, the threshold remains 3,240 days. Norwegian years do not count. The CNSS pension opens from age 60, before the Norwegian legal age of 67.

Allocate tax under the 1972 tax convention

The Norway-Morocco tax convention signed in Rabat on 5 May 1972 splits pension taxation. General rule: private pensions (private sector folketrygd, private OTP, CNSS, CIMR) are taxable only in the country of residence. Civil service pensions (former Norwegian civil service funds, Moroccan CMR for former civil servants) remain taxable in the paying country. An MRE settled in Morocco therefore declares his folketrygd and private OTP only in Morocco. To avoid Norwegian source withholding, request Skatteetaten to apply the 1972 convention.
