MRE Voting: Proxy Goes Online, But Registration Has Closed
Consulates have announced an electronic proxy platform for the 23 September 2026 election. The law has allowed it since December 2025. But registration on the electoral lists ran from 15 May to 13 June, and has since closed.

The election for members of the House of Representatives is set for 23 September 2026.
Since December 2025, the law has allowed Moroccans living abroad to establish their voting proxy electronically, instead of going to the consulate in person. Several consulates circulated a notice in early August announcing a dedicated platform.
There is one point these announcements leave out, and it is the most important one: a proxy only helps people already registered on the electoral lists. New registration applications closed on 13 June 2026.
If you are registered, the process gets simpler. If you are not, no platform will change anything for this election.
What the law says
Organic Law no. 53.25, amending the organic law on the House of Representatives, was ruled constitutional on 24 December 2025. It authorises establishing a voting proxy electronically, through a dedicated platform.
Before this reform, a Moroccan abroad had to fill in a form available at the embassy or consulate covering their place of residence. The proxy remained a paper document, obtained on site.
Two rules have not changed and are worth knowing.
A person in Morocco can act as proxy for only one voter residing abroad. So-called collective proxies, where one voter would cast ballots for several members of the diaspora, are prohibited.
There is no online voting. The digitisation covers the proxy, not the vote. The proxy holder must physically go to their polling station in Morocco on election day.
What the consulates announce
Several Moroccan diplomatic missions circulated a notice in early August announcing a service called E-procuration, set up by the Ministry of the Interior in coordination with the Ministry of Foreign Affairs, African Cooperation and Moroccans Living Abroad.
According to those notices, the service would be open to the public from 24 August 2026, via www.listeselectorales.ma and www.elections.ma.
We report here what those notices state. As of publication, we have not been able to consult the two platforms directly, nor an official statement confirming that date. Check with your consulate before relying on it.
What the announcements leave out
An order of the Minister of the Interior, no. 690.26 of 22 April 2026, published in the Official Gazette on 23 April, set the timetable for revising the general electoral lists.
New registration applications were accepted from 15 May to 13 June 2026, a thirty-day window. It covered citizens not yet registered who met the legal conditions, aged 18 or reaching that age by 23 September 2026.
That window has closed.
In practice, for the 23 September 2026 election:
- •if you were registered on the general electoral lists, the electronic proxy applies to you and makes things easier;
- •if you were not registered and did not apply before 13 June, the proxy grants you no right for this election.
It is unpleasant to read, but better known now than discovered on 23 September.
How the proxy works in practice
The principle is delegation. A registered voter living abroad designates a person, the proxy holder, who votes on their behalf at a polling station in Morocco.
The proxy holder must themselves be registered on the electoral lists of a Moroccan municipality. According to the circulated consular notices, they are not required to live in the same municipality or prefecture as the person granting the proxy.
On election day, two cases arise according to those same notices.
If the proxy holder is registered at the same polling station as the grantor, they vote first in their own name, then a second time in the grantor's name after presenting the proxy and their national identity card.
If the proxy holder belongs to a different polling station, they attend it with their national card and the proxy, and vote directly in the grantor's name.
What to take away
The reform is real and the legal framework exists. The announced simplification genuinely helps those who are registered.
But a proxy, however modern, does not replace a registration. The Moroccan electoral calendar sets short windows, and the registration window for this election closed on 13 June 2026.
