The Office des changes has launched an international open tender to acquire the digital platform «E-Declarations», designed to improve monitoring of declarations on assets, funds and other holdings kept abroad, under its 2025-2029 digital strategy.

Overseas Assets: The Foreign Exchange Office Digitises Its Controls

The Foreign Exchange Office has launched an open international tender to acquire a digital platform called "E-Déclarations". It is intended to improve the monitoring of declarations of property, funds and other assets held outside Morocco. The project forms part of the Office's digital transformation strategy for the period 2025-2029.

The system must manage declarations of property, assets and liquid funds held outside the national territory, in particular those belonging to resident Moroccan individuals. It also provides for the digitisation of the collection of statistical surveys to which resident legal entities are subject, that is to say the companies and establishments concerned by reporting obligations. The platform will serve two categories of users: declarants and the Office's teams.

Beyond simple electronic receipt, the platform must manage declarants' reference databases, configure the forms and track each stage in the processing of the information submitted. The aim is twofold: to make audits and controls more effective, and to improve the quality of the economic and statistical data produced by the Office. The project must also guarantee a high level of IT security and the protection of information on declared property and funds.

As regards the implementation timetable, the rollout is organised into five successive phases, the deliverables of which are validated by a steering committee. The third covers the development and commissioning of the modules on property, assets and liquid funds held abroad. The fifth and final phase concerns user training, support and technical assistance.

Finally, the selected contractor must define a data migration strategy to the new system for each functional module, with guarantees of integrity and protection.
